Leader of 'church for the poor' to visit Rio favela

RIO DE JANEIRO ? Just a short ride away from Rio?s legendary beaches of Ipanema and Copacabana are some of the most crime-ridden slums in Latin America. Known here as favelas, they are equally legendary, but for all the wrong reasons. Pockets of relentless poverty, drugs and weapons flood streets dotted with ramshackle buildings.

Pope Francis will step into one of these neighborhoods, Varginha, in the larger Manguinhos favela, on Thursday.

Little seems to faze Pope Francis. The throngs of well-wishers who mobbed his car, overwhelming his security detail on Monday just seemed to make him smile even more broadly. And visiting Varginha's mean streets likely won't faze him either.

As the former Archbishop of Buenos Aires, Francis regularly visited the poorest, most dangerous areas of that city, and he specifically asked that Varginha be added to his schedule. An estimated 1.2 million people, or 22 percent of Rio?s population, live in favelas.

Varginha is known locally as the "Gaza Strip" for its spiraling violence between rival drug gangs. The area was recently "pacified" by police ? a policy of flooding the area with heavily armed officers, both uniformed and plainclothes, to form a visible presence to disrupt and disperse criminal activity.

Officers wearing bulletproof vests patrolled the streets during a recent visit, keeping a watchful eye on the cramped apartment windows above.?

The pontiff is making his first visit overseas since he was elected in March. An estimated 2 million people are expected to greet him.

But the effort has not been entirely successful - far from it. A pitched gun battle erupted between rival gangs here just last month.

Paulo Lima, 58, a carpenter, who like most here barely ekes out a living, would like to see more police action. ?


"Police pacification brought some peace here, but it's not enough for us. We need much more," he said. "There is no state presence; our community was forgotten for a long time. I hope with the pope's visit we can have some improvement."

While there have been some cosmetic improvements ahead of the pope?s visit ? such as paved sidewalks and the removal of trash ? there is still room for much more in terms of sanitation, health care and education. A fetid river runs behind the small cinderblock church Francis will visit.?

Pope Francis heads to Brazil for World Youth Day where more than one million young people are expected to gather. The high cost of the trip to the Brazilian government has stoked fears that the event will be marked by protests. NBC's Anne Thompson reports.

When it rains, the sewage-ridden waters flood the neighborhood?s streets, carrying life-threatening diseases that sicken the area's children. A new sewage system was promised, but as it often happens here, improvements have yet to arrive. ??

Ranger Silva, a 24-year-old student, has heard it all before. "People here are still skeptical. We need to see these changes lasting, and not only because the pope is coming."?

As the Vatican's first Jesuit leader who called for a ?church of the poor,"?the simplicity of the?Capela Sao Jeronimo church Francis will visit is fitting. It's a small chapel nestled inside a box-like structure and has only 18 simple wooden pews inside. Francis is expected to speak with residents and give a blessing.?

Francis' effort to reach out to the poor during his visit has been welcomed by many Brazilians - particularly in the wake of massive anti-government protests across the country last month over corruption and the run-away costs of next year?s soccer World Cup.

There were a few signs of progress and hope in Varginha. Boys in brand new team jerseys played soccer on the field where the pope will address the community ? their dazzling, effortless skills would be the envy of any American suburban youth coach.??

And the sounds of a rock band filtered out of the little church Francis will visit.

Anderson Braz, 19, expertly strummed his electric guitar, as the group rehearsed their upcoming performance for the pope.?

"I'm nervous now," he said. "Imagine on the day ? it will be pure heart, pure emotion."

GOP Donors for Immigration

What do major Republican donors like Sheldon Adelson and Paul Singer have in common with Chuck Schumer and Nancy Pelosi? They are all in favor of immigration reform.

The Republican rank and file may be divided, and the prospects for the Senate?s immigration compromise in the House gloomy, but among the biggest donors to Republican causes in the 2012 cycle, there is overwhelming support for immigration reform. Many top Republican givers to the Romney campaign and to conservative super PACs are squarely behind immigration reform and only one, former Rick Santorum super PAC backer Foster Friess, is actively opposed. As former Romney campaign spokesman Ryan Williams told The Daily Beast, ?a number of traditional Republican donors are speaking out in favor of immigration reform because they see this legislation as good for the party, but also good for the future of the country.? But these donors aren?t the usual RINOs and token Republicans lauded by the left. These are the guys who cut the checks to pay for tough negative ads.

Singer, a hedge fund manager and major Romney donor who has been attacked as a ?vulture capitalist? by ThinkProgress, has written a six-figure check to the National Immigration Forum, a pro-immigration group. Bob Perry, who funded Swift Boat Veterans for Truth in 2004 and spent nearly $25 million in 2012, was poised to be a strong advocate for immigration reform before he passed away in April at age 80.

Even the ultimate liberal hate figure from the 2012 election, Adelson, who dumped more than $75 million into trying to defeat Barack Obama, is pro?immigration reform. In a December 2012 interview with The Wall Street Journal, the casino mogul said: ?I?m pro?DREAM Act ... It would be inhumane to send those people back, to send 12 million people out of this country to disrupt a whole potpourri of family issues over what happens to the children. I mean, it?s all ridiculous. So we?ve got to find a way, find a route for those people to get legal citizenship.?

The result is a coalition of strange bedfellows, but those on the left don?t seem to mind. It?s normal for ?big bills to get supported by coalitions for diverse reasons,? said Jeff Hauser, a spokesman for the AFL-CIO. It?s a natural outcome when an issue ?is so important, big, and complicated,? he added.

?If the business community is going to put money into passing reform, they?re going to think twice about candidates that are blocking reform? in future elections.

The sheer amount of financial firepower behind the immigration-reform bill could have real consequences for those Republicans who don?t fall into line. Ali Noorani, the head of the National Immigration Forum, told The Daily Beast, ?If the business community is going to put money into passing reform, they?re going to think twice about candidates that are blocking reform? in future elections. The issue is becoming so important, he said, that ?organizations and individuals that spend political dollars are looking at immigration as a threshold question? in future elections.

But just because donors favor immigration reform doesn?t mean Republicans in Congress will follow. After all, Singer is strongly in favor of gay marriage, and Adelson supports ?socialized medicine.? Neither of those causes are likely to gain traction among House Republicans any time soon.

However, with the August recess approaching, those donors can be leveraged to pressure members of Congress who are spending the month out of Washington. As Williams points out, business leaders in individual communities have the ear of their members of Congress. Many employ a ?significant number of people in districts across the country, and members will be hearing from them.? Such a strategy is crucial to future of the bill, said Noorani. The likelihood of immigration reform passing the House ?really depends what type of political space that we can create in the month of August, if conservatives weigh in at a district level for immigration reform,? he said.

After all, donors are important, but voters are even more important. Said Rick Tyler, the president of the Strategy Group for Media and a former spokesman for Newt Gingrich: ?Remember, politicians don?t form parades, they jump in front of them, and there?s no big parade on immigration.?

'I will always love you' on Houston's headstone

WESTFIELD, N.J. (AP) ? Whitney Houston's grave in New Jersey has been marked with a teardrop-shaped headstone ? with an inscription well known to her fans: "I will always love you."

The 48-year-old pop music queen died Feb. 11, 2012, in Beverly Hills, Calif. An autopsy found she had drowned accidentally, with heart disease and cocaine use contributing to her death.

She was buried next to her father in Westfield, N.J., about 20 miles west of New York.

Her headstone includes a heart-shaped engraving upon which her image and the words "THE VOICE" are etched in capital letters.

Just below is the inscription "I will always love you," from the Dolly Parton song Houston made famous. Houston's recording of the song was played at her funeral.

An Ohio judge channeled his inner Ebenezer Scrooge in ordering a creative sentence Monday: Five Christmases in jail.

Judge Michael J. Holbrook of the Franklin County court is known for issuing ?Holbrook holidays? to give individual?s time to think about what the crimes they have committed. The "holiday" includes a minimum of three days in jail each December around Christmas while on probation, although Holbrook leaves the exact amount of jail time up to the probation department.

Betina Young, 44, pleaded guilty to five felony counts of tampering with records to help immigrants illegally enter the country. On Monday, Holbrook issued his sentence of five year?s probation and a $3,000 fine, according to court documents.

If Young violates her probation, her ?Holbrook holidays? will be replaced by 15 years in state prison at the Ohio Department of Rehabilitation and Correction, the judge said.

Chinese universities jump the gun on disclosing partnerships with Coursera

In announcing its latest round of funding, online education startup Coursera said it was planning a bigger global push, particularly into Russia, India and China. And it looks like some of that expansion has already begun.

According to a report in the New York Times, representatives of Fudan University and Shanghai Jiaotong University confirmed that they had signed agreements this month to offer Mandarin Chinese and English Classes on Coursera. And a Shanghai government website also disclosed the news earlier this month.

But apparently PR representatives for Coursera told the Times that the partnerships were ?revealed prematurely? as the contracts have not yet been completed.

As hype around massive open online courses (MOOCs) has grown, more online education providers have launched overseas, including services in the U.K., Berlin, India and Latin America. But Coursera co-founder Andrew Ng previously told us that he believes his startup, which already partners with 80 institutions around the world and has raised $65 million, can make a big impact in international markets and is planning to infiltrate those areas with new mobile apps and translation and distribution partnerships.

Coursera already partners with National Taiwan University, The Chinese University of Hong Kong and The Hong Kong University of Science and Technology. But the partnerships with Fudan University and Shanghai Jiaotong University would be its first in mainland China.

Michigan Gov. Rick Snyder on Detroit: 'Enough was enough'?

Seven governors came and went during the decades-long decay of Michigan's largest city that culminated with a humiliating collapse into financial ruin.

It's the eighth, former business executive and relative political novice Rick Snyder, who is aggressively tying his legacy to the prospects of a Detroit turnaround.

When he took office, Snyder pushed for more powers for the state to intervene in distressed cities and schools. After voters repealed the law last November, he ignored critics and signed another one. He also hired the city's turnaround specialist and, nearly four months later, blessed the request to file for bankruptcy.

For the man with the "one tough nerd" moniker, it's the latest bold decision in a 2 ?-year stretch that's remarkable for the sheer breadth and pace at which Snyder has moved. He's again in the national spotlight just a half-year after making Michigan ? the bastion of the auto industry and organized labor ? a right-to-work state, a move that pollsters say led to a drop in his approval ratings.

Though the impact of the bankruptcy filing on Snyder's 2014 re-election may be difficult to predict, it's still a legacy definer that's being watched not only in Michigan but also by Wall Street and other elected officials across the country.

Snyder, a former venture capitalist and computer company CEO, has no known presidential aspirations.

"I don't spend time dwelling on my legacy. I just try to do my job well," the Republican governor told The Associated Press in an interview. "That's relentless positive action. No blame, no credit. Just simply solve the problem.

"Here was a problem 60 years in the making. The can was being kicked down the road for far too long. It was time to say enough was enough. Let's stop, let's stabilize, let's grow."

Detroit's bankruptcy could last at least through summer or fall 2014, when Snyder is expected to ask voters for another term.

"I deeply respect the citizens of Detroit," he said. "They along with the other 9 million people in our state hired me to do this job. They're my customers. This was a tough step, a difficult decision, but it's the right decision."

The first-term governor, perhaps more than any other state's chief executive, hasn't been afraid to confront mounting retiree pension and health care costs hampering state and city budgets. He's done that mainly by signing laws making public workers pay more of their health costs, ending retiree health care for new hires and enticing teachers to contribute more toward their future pensions.

But the stakes could be higher with the Detroit intervention under Michigan's emergency manager law.

Eric Scorsone, a Michigan State University economist and expert on government finances, said while Snyder helped revise the law to make it one of the toughest in the country, bankruptcy likely was inevitable even under the old law ? unless creditors had voluntarily agreed to accept far less than what they're owed.

"Other governors may have taken different approaches. But even under the old law, if we had a different governor, it's pretty obvious something would have had to be done," he said.

Scorsone said many other U.S. cities have issues similar to Detroit, though not on the same scale. Other states will be watching to see what happens in part because Snyder ? not local elected officials ? is taking responsibility for improving public safety and other basic needs, he said.

"I think it's aggressive in the sense that most states don't intervene in local affairs to the same extent," Scorsone said.

Lansing Mayor Virg Bernero, a Democrat who lost to Snyder in the 2010 election, said Snyder "definitely" deserves credit if Detroit emerges in better shape, especially in providing everyday services.

"It's bold and decisive. You've got to give him credit, however late," Bernero said, adding that Snyder should have intervened in Detroit within three months of taking office in 2011.

"There was a sense of inevitability about this bankruptcy," Bernero said. "I would have moved quicker with an emergency manager. The ship couldn't right itself. Why prolong the agony? Lance the boil and move on."

Snyder first struck a consent agreement in April 2012 with the Democratic-led city to wipe out its enormous budget deficit and mountainous debt but appointed Kevyn Orr as emergency manager after that didn't work.

Steven Rattner, who was chief adviser to President Barack Obama's auto bailout task force, said from his detached vantage point in New York, Snyder "has handled this thing quite well."

While acknowledging the political difficulties associated with anything viewed as a bailout, Rattner questioned why the state and possibly the federal government aren't offering Detroit a rescue package.

"It's not logical for there to be political fallout from putting Detroit in bankruptcy because there's no other alternative to that," Rattner said. "The question people can ask is whether Snyder is offering all the help the state of Michigan can offer. ... These are tough politics either way."

There seems little appetite from either Democrats or Republicans in Washington for a federal rescue of Detroit. Bailing out the city with state money could bring resistance in the Republican-led Legislature and prompt anger from out-state residents concerned about funding their own schools and local services.

"There are so many great things going on in Detroit. We resolve the city government issue, Detroit's really well poised to see outstanding growth take place when people can say there are better services," Snyder said. "We're going to get there."

Detroit Hit By Jobs, Population Decline

The bankruptcy filing for Detroit marks a final step in the chrome-plated city?s decades-long decline ? which started with the country?s overall manufacturing slowdown and continued with the departure of U.S. automakers and residents, leaving behind a sprawling city trying to survive on dwindling coffers.

Detroit was in the 1950s a worldwide hub of auto manufacturing, making it the fourth-largest U.S. city with one of the country?s highest per-capita incomes.

However, the so-called Motor City?s decline started soon after with residents -- following their counterparts in other U.S. cities ? starting to move to the suburbs and take with them businesses, jobs and tax dollars.

Historians argue the deadly 1967 riot in Detroit, one of the many so-called ?race riots? across the country in the 1960s, accelerated the trend.

And as the population dwindled from roughly 1.8 million to 700,000, city officials struggled to keep up with municipal services in the 142-square-mile city, with a tax base just half of what it was in the 1950s.

Meanwhile, auto companies began opening plants in other cities as Japan-made cars dominated the international market.?By 2009, the U.S. auto industry collapsed with the entire economy, eventually pulling down Detroit with it.

The city?s efforts to provide and maintain such basic services as law enforcement and trash removal were further complicated by the costs of paying union contracts and benefits, which have contributed to nearly $15 billion in unfunded liabilities for the city.

State-appointed Emergency Manager Kevyn Orr on Thursday filed the bankruptcy, making Detroit the largest U.S. city to declare one, after failing to negotiate a restructuring of union contracts to lessen the city?s financial burden.

Orr, appointed in March by Gov. Rick Synder, appeared to have little choice, considering Detroit had a general fund in the red for roughly the past nine years and a fiscal 2012 deficit of $327 million.?

In addition, Detroit has a roughly 18 percent unemployment rate, one of the country?s highest violent-crime rates and about 80,000 blighted or abandon buildings.

??Chronic budget problems have taken a significant toll on everyday life for citizens,? Snyder said recently. ?Detroiters deserve to feel safe when they walk down the street, to have their street lights on, to have the bus show up to take them to work.? ?

However, the city also has a history of corruption that has led to its financial problems, including Mayor Kwame Kilpatrick resigning in a 2008 sex-and-perjury scandal that cost the city almost $9 million from a lawsuit and legal fees.

Japan's defense boost aimed at China, experts say

BEIJING -- Japan took a "big leap" in using its defense forces to target China last year as the United States at the same time listed China as its greatest potential security challenge, according to a report from a Chinese think tank on Friday.

Observers said the military tension arose from territorial disputes, unease over China's rapid growth and attempts to use China as a scapegoat to justify a military buildup by Tokyo and Washington.

The annual report on Japanese military power, released by the China Strategic Culture Promotion Association, said two of the most eye-catching changes in Japan's defense forces in 2012 were Tokyo's efforts to normalise its defense power and to use it against China.

Last year, then-Japanese prime minister Yoshihiko Noda became the first Japanese government leader to make "strong military-related statements" on the Diaoyu Islands on public occasions, the report said.

Noda and current Prime Minister Shinzo Abe visited branches of the Japan Coast Guard and the Japan Self-Defense Forces in Okinawa. Such visits have rarely been made by Japanese prime ministers since the end of World War II, it said.

Since tensions over the Diaoyu Islands increased in mid-2012, Japan's military deployment, equipment upgrading, military drills and construction of military facilities have all been accelerated, it added.

"Although this is not meant to provoke China into military action, it has undoubtedly complicated and endangered the situation in which accidents might be triggered and the dispute that already existed might escalate out of control," the report stated.

Japan's national defense budget for the 2012 fiscal year "not only reveals Japan's ambition to step up efforts to become a major military power, but also explains its efforts to continue stirring up the so-called China threat", it said.

The budget lists a string of objectives, including "improving the security environment in the Asia-Pacific region and the world".

The report said Noda had been ambitious in "normalising" Japan's national defense and had acted to achieve that aim since 2011, while the Abe administration is even "more enthusiastic" about this.

For instance, since Abe took office in December, the Japanese government has taken "historic steps" in attempting to revise the constitution, establish national defense forces, amend the national defense programme guidelines, exercise collective self-defense, set up the National Security Council, raise military spending and build up military strength, according to the report.

Luo Yuan, deputy executive of the association, said, "China-Japan relations are also disturbed by growing right-wing forces in Japan, which stir up the China threat to justify their ambition to get rid of the shackles of the post-war system."

Fan Gaoyue, a researcher from the association, said tensions over the Diaoyu Islands can hardly be eased in the short term as the Abe administration further strengthens its hawkish stance.

"If the ruling party led by the conservative Abe wins the Senate elections this month, it is likely to make more provocative moves over the Diaoyu Islands to seek public support to amend the constitution and upgrade self-defense forces to an army," Fan said.

It is the second time the think tank has issued reports on Japanese and US military power. In 2012, it became the first Chinese non-governmental body to touch upon the topic.

In its report on US military power last year, the association said the US national defense budget in the 2012 fiscal year had been increased despite appearing to have been cut.

The entire budget for that year saw a slight decrease due to a cut in the overseas contingency operations budget in Pakistan and Afghanistan. However, the base budget was $553.1 billion, an increase of $4.2 billion from the 2011 fiscal year, the report said.

It also said that according to the new US guidance for defense strategy, issued in January 2012, China and Iran are of particular concern for the US.

"In terms of threat assessment, the US takes China as its greatest potential security challenge," the report said.

A series of US-led joint military exercises, such as Rim of the Pacific 2012 and Exercise Gold Cobra 2012, apparently had China as a target, it said.

Rim of the Pacific 2012, which was expanded to cover 22 participant countries including India and Russia, did not invite China, one of the major nations in the region, the report added.

Luo Yuan said Washington is concerned that a rising China may challenge its leading role in global affairs.

"China is willing to enhance trust with the two countries (Japan and the US) through cooperation and improving its military transparency," Luo said. "But Beijing also has to prepare itself economically and defensively for any emergency triggered by outside provocation."

(AP) ? Superman is coming back and he'll have a caped co-star.

"Man of Steel" director Zack Snyder announced Saturday at San Diego's Comic-Con that he was making another Superman film and that it will include Batman ? the first time the two superheroes will be united on the big screen.

He declined to reveal many details, saying the script is just being written. He then invited an actor onstage to read a passage to hint at the story line.

"I am the man who beat you," read Harry Lennox, before an image of the Superman logo, backed by the Batman symbol, flashed on the screen.

Warner Bros. then confirmed the first-ever pairing in a statement.

Snyder reimagined Superman in his June blockbuster "Man of Steel," starring Henry Cavill and Amy Adams, which has grossed more than $630 million worldwide.

Brazil says its right choice for 2014 World Cup

RIO DE JANERIO (AP) ? Brazil's government defended the country as host of the 2014 World Cup on Thursday, a day after FIFA President Sepp Blatter warned that recent protests meant it might have been the wrong choice.

More than one million people took to the streets during last month's Confederations Cup ? the warm-up for the World Cup ? angry at Brazil's poor public services, contrasted with almost $14 billion spent on the World Cup.

About the same amount will be spent on the 2016 Olympics in Rio de Janeiro.

"The success of the Confederations Cup proves the correct choice of Brazil to host the World Cup," the sports ministry said in a statement to The Associated Press.

Speaking in Austria, Blatter said Wednesday if the protesters returned next year during the World Cup, FIFA would have to consider whether it made a mistake by giving the tournament to Brazil. Protests took place at all six Confederations Cup cities.

"If this happens again, we have to question whether we made the wrong decision awarding the hosting rights," Blatter told German press agency DPA.

FIFA has verified Blatter's comments were accurate.

FIFA has acknowledged it spoke with Brazilian officials after the Confederations Cup final, which closed with police and soldiers firing tear gas, shock bombs and rubber bullets to keep thousands of protesters away from the Maracana stadium. Brazil defeated Spain 3-0 in the final with tear gas wafting through the stadium during the first half.

Blatter said he would discuss the protests when he meets Brazilian President Dilma Rousseff in September.

"We didn't do a political debriefing, but we did emphasize the fact of this social unrest being there for the entire duration of the Confederations Cup," he said. "The government is now aware that next year the World Cup shouldn't be disturbed.

"To me, these protests were like alarm bells for the government, the senate, the parliament. They should work on it so that this is not going to happen again. Though protests, if peaceful, are part of democracy and therefore have to be accepted ... we are convinced the government, and especially the president, will find the words and the actions to prevent a repeat. They have a year to do so."

In its statement, the sports ministry also emphasized the freedom to protest.

"As for the demonstrations, Brazil is a democratic country that guarantees its citizens full freedom of expression."

In April, FIFA's top administrator Jerome Valcke suggested "less democracy is sometimes better for hosting a World Cup."

Small street protests have continued in Brazil after the Confederations Cup, and security officials are bracing for the arrival Monday in Rio de Janeiro of Pope Francis for the Catholic Church's youth festival.

Colgate University launches effort encouraging 2,013 people to read George Saunders

Colgate University will kick off its 30th season of "Living Writers" with an effort to get 2,013 people read the "Tenth of December," a short story by prominent author and Syracuse University Professor George Saunders.

As of noon on Friday, July 19, 1,357 people signed up to read the story.

The effort is called "Colgate Reads," and no, it's not an attempt to set a Guinness World Record for reading (yet). It's a community initiative to get people reading and talking about a CNY author, before he presents the story in September at the university.

Think of it as one massive book club.

"Tenth of December" was first published in The New Yorker in October 2011. Saunders's short story collection of the same name was called "the best book you'll read this year" by The New York Times Magazine in January 2013.

Participants will be invited to a forum with two Colgate English professors to discuss the short story on Sept. 9 at 8 p.m. Then, they are invited to the Colgate Memorial Chapel and watch Saunders talk about the story on September 10.

Three Youngstown State men?s basketball players were recognized by the National Association of Basketball Coaches (NABC) in the group?s NABC Honors Court, recognizing more than 700 collegiate basketball student-athletes who excelled in academics during the 2012-13 season.

Seniors Kendrick Perry (Ocoee, Fla.) and Mike Podolsky (Canfield) and former Penguin Blake Allen (Tampa, Fla.) represented YSU on the list.

Perry, a two-time All-Horizon League First-Team selection and NABC All-District choice, owns a 3.36 grade-point average in criminal justice while Podolsky carries a 4.0 GPA in business finance. Allen, an accounting major, posted a 3.57 grade-point average.

Isaac Davidson of East Liverpool won the boys 13-15 division with a 2-over par score of 74. Kaylee Neumeister of Cortland was third in the girls 13-15 division with a score of 83, 10 strokes behind the winner?s total.

In the 16-19 age group, Angelica Maggio of Warren was fifth among the girls with an 86 and Jacob Harrah of Newton Falls was 10th with a 78, eight strokes behind the winning score. Also, Bruce Williams Wiggins of Columbiana finished 16th in the boys 13-15 division with a score of 83.

The iPad 2, an amazing continuation from the fantastic iPad 1, but a step behind the iPad 3. But for the average person they all do basically the same thing, it's just performance may differ from one model to the next.

Anyway for anyone that doesn't know what an iPad is, it's a tablet computer. You can store/listen to music and watch videos, browse the Internet and download and use a unreal amount of applications for all uses that can be downloaded from the App Store.

As with a lot of Apple products they can seem a little pricey compared to other similar products on the market. But let me assure you they're not very similar, what may appear to look like an iPad type tablet, inside is struggling to even match half of the iPad specifications. The iPad 2 is a reliable and durable machine, that couldn't be anymore easier to use due to its large, clear touch screen. It has a powerful processor that means apps run smoothly and hardly ever crash, the iPad runs at speed!

I mostly use my iPad for browsing the Internet, I do a lot of online shopping on it, the large screen allows for easy viewing. Rather importantly as well is the fact the browsing software is completely safe from Internet viruses and malware, making it trouble free.

The battery life is surprisingly long, a full battery lasts for approximately 8-9 hours. Allowing you to watch and play for a substantial amount of time! One issue I have noticed is that it does seem to take longer to charge than other apple products for example my iPhone 5, but that could just be me.

Videos can be watched in basically HD quality and take barely any time to load. Sound playback is superb and the volume does reach a high level.

Overall I would recommend everyone to get an iPad if they can, it's makes jobs so much easier and quicker and will save you time in numerous ways!

Vandenberg Air Force Base to Consider Offshore Oil Drilling

VANDENBERG AIR FORCE BASE - The Air Force says it will conduct studies to see if the extraction of oil and gas off the coastal waters of Vandenberg air force base is compatible with the base's primary mission.

Vandenberg AFB is already home to onshore oil development through private lease agreements.

The Air Force is considering the use of what's called slant drilling from onshore locations into what many believe are deep deposits of oil and gas just off the West Coast of the base,?in an area known as the Tranquillon Ridge.

No one on the base was available to talk about the project,?but an Air Force spokesperson tells Central Coast News Vandenberg has been approached in?the past by private industry to slant drill from locations on base that were later found to be too intrusive with strategic base operations.

The spokesperson says other sites on base will be evaluated for potential oil and gas extraction to see if they are compatible.

Federal Law allows the military to lease land for private development provided it does not conflict with mission requirements and is ultimately beneficial to the military.

The Air Force says if it agrees to lease land on base for offshore slant drilling, any project would still be subject to local, state and federal planning review permitting processes.

The Santa Barbara-based Environmental Defense Center says its very concerned about the possibility of new, off-shore slant drilling at Vandenberg Air Force Base.

The EDC?says it would open up a pristine part of the Central Coast to oil and gas production with unknown impacts to ecosystems on land and ocean.

Charleston, W.Va. - Although West Virginia is working to pay down its pension debts, officials say past mismanagement continues to complicate those efforts.

A recent report by Moody's Investor's Service found West Virginia's unfunded pension liability - the amount of money still owed on state employees' retirement plans - is 86.2 percent of its annual revenue in 2011.

That's the 13th highest percentage in the country.

The ranking is based on West Virginia's two largest pension programs, the Teachers Retirement System and the Public Employees Retirement System.

The state's pension liability, as reported by Moody's, is the 24th largest in the nation at $9.2 billion. Illinois' pension liability was $133 billion.

West Virginia still is much better off than states like Illinois or Connecticut, where unfunded liabilities are 241 percent and 190 percent of the states' annual revenues, respectively.

But the Mountain State's pension debt is far above the national average, which is about 60 percent of states' annual revenues. Nebraska has the lowest pension liability in the country, at just 6.8 percent of its budget.

The Moody's report notes "large pension burdens are not associated with the size of a state's economy or budget," but rather "a history of contributing less to their pension plans than the actuarially required contributions."

Moody's said the largest liabilities were created when states did not fund pension plans at a responsible level, deferring payments through "pension holidays" and other quick-fix solutions. While these actions free up money in state budgets for the short-term, they also lead to long-term debts.

State officials say that's how West Virginia found itself near the top of the pension debt list.

"If we would have met those obligations as they were presented, instead of sort of denying in certain years, we'd be a lot better off today," said Senate Finance Chairman Roman Prezioso, D-Marion.

He said lawmakers through the early and mid-1980s neglected to pay the state's pension debts at a responsible level. By 1989, when Prezioso joined the state Senate, West Virginia was more or less bankrupt.

Things are getting better now. At the end of the 2012 fiscal year on June 30, the state' teacher's retirement system was 53 percent funded.

Things are getting better now. At the end of the 2012 fiscal year on June 30, the state' teacher's retirement system was 53 percent funded.

"That means we've got assets, cash and assets in the bank of $5.1 billion. If it was 100 percent funded, we would have $9.6 billion," said Mike McKown, director of the state Budget Office. "If everybody retired today and we shut everything down, that's what we would need."

The state currently is trying to pay down that debt, and will be 100 percent funded by 2034 if all goes according to plan.

"In the '90s, we were in the 'teens percent funded,' " McKown said.

The state's public employees' retirement system is 77 percent funded, with an unfunded liability of $1.2 billion. McKown said the state also is on track to have that debt paid off, but anything around 80 percent funded is considered responsible.

The state's other pension programs are either overfunded, like the judges' retirement system, or very close to it. State trooper pension funds only lack a few million dollars from being 100 percent funded.

"Other states are going the opposite direction, because the recession has forced them to skip these actuarial payments," McKown said.

The most recent Moody's report is based on fiscal year 2011 figures, but the company plans to release 2012 numbers later this year. Moody's said 2012 state pension liabilities are larger than in 2011.

In 2011, ten states had pension debts at 100 percent or more of their annual revenues.

In addition to Illinois and Connecticut, Kentucky's pensions accounted for 141 percent of that state's budget. New Jersey's pension liabilities were 137 percent of its revenue, while Hawaii's pensions accounted for 132 percent.

McKown said spending down West Virginia's liability hasn't been easy. The state puts more than 10 percent of each year's general revenue budget into the teacher's retirement plan.

Prezioso said retirement plans are often the first thing on the table when lawmakers convene to hash out a yearly budget.

"Those are the things we take care of first. We've never had an argument over putting money into pension programs," he said.

It is the ceiling which is especially remarkable, it dates from the late sixteenth century and is composed of 1,386 boxes of polychrome wood, representing flowers, animals, characters, naive cabalistic forms. It includes:
Animals: dog, symbol of fidelity and loyalty, and the ass and the horse, essential to everyday life, chickens and a fox, the fox represents the devil, the dove, symbol of peace, the eagle ?
Fantastic animals the Medusa, mermaids which represent the dangers of the unknown- the basilisk born from an egg of a cockerel hatched dragon.
Flowers and fruits: Rosaceae, carnations, tulips, sunflowers, bluebells, fruit of the vine ?
other patterns: hearts, angels, bells, lilies, and arms.
One human is represented, it is a shepherd holding a stick. It is the only figure that is not present in duplicate in the church and is located on the left side of the building.

Mercedes May Build Next CLA at Nissan's Mexico Plant, Could Spawn Infiniti Variant


A recent report fromAutoNews says that Mercedes-Benz may build the next generation of its striking CLA at a Nissan plant, located in Aguascalientes, Mexico. The joint-venture has not yet been approved, but it may get the green early next year, according to Daimler boss Dieter Zetsche who recently spoke at a press event.

Zetsche also said that this would have positive ramifications for the Japanese automaker, as it may be allowed to develop its own Infiniti-branded model, using the next CLA?s underpinnings.

If approved, production will begin in 2018, and will be completely moved from the current factory, located in Kecskem?t, Hungary. The idea is to ?reduce its exposure to currency swings by increasing production in North America,? and ?Mexico is the best location for the United States,? according to the Daimler boss, who added that the move would make significant financial sense, or at least a lot more than if they were to build their own plant in the area, from the ground up.

Nissan will add another wing to their Aguascalientes facility, to cope with the extra production, and will build its own variant of the CLA alongside the Mercedes-badged car, helping the Three Pointed Star?s swoopy front-wheel drive sedan be an even less exclusive proposition than it is now?
