Justin Bieber Music Video Tease: "Boyfriend"

Justin Bieber may have written and recorded "Boyfriend" with Selena Gomez in mind, but the teenage singer's girlfriend might not be happy to get a look at her man's upcoming video.

A 20-second tease for the video has been released and in it Justin is standing alone, in the dark, belting out the lyrics... until a series of female hands start to caress his torso and his face. They're everywhere!

Presently, the top corporate tax rate is 35%, while the top tax rate on labor is about 35%. If policymakers are serious about providing incentives for stimulating vibrant business growth, the top personal income tax rate should be reduced to less than 35%. To provide a real fillip to economic growth, the top personal income tax rate should be significantly below 35%. It was no accident that President Regan, in his second term, reduced the top individual rate to 28%. This was a true top rate that did not include any phaseout of deductions or any of that nonsense that has the perverse effect of increasing the marginal rate.

ADP's HR Business Process Outsourcing Clients Can Realize Cost ...

ADP?, a leading provider of business process outsourcing, payroll services, benefits administration and integrated computing solutions for vehicle dealers, today announced the findings of a study conducted by Sourcing Analytics, Inc., titled: The Hidden Benefits of Human Resource Business Process Outsourcing. According to the study, outsourcing to ADP in a Business Process Outsourcing (BPO) model not only lowers a client?s cost of payroll administration, but by driving change throughout the organization, also reduces the overall costs of Human Resource (HR) transactional processing, management and time and attendance reporting by as much as 40 percent.

Sourcing Analytics, Inc. surveyed ADP?s largest US-based HR BPO clients (each respondent with over 1000 employees) on their experiences in outsourcing business processes including payroll, time and attendance, workforce administration, and health and welfare benefits administration to ADP. ADP clients that utilize services beyond payroll in an HR BPO model (such as managed time and attendance, hosted Human Resources Information System and health and welfare benefits administration) can experience Total Cost of Ownership (TCO) savings of up to 40 percent versus in-house administration.

Outsourcing payroll to ADP in the HR BPO model provides a lower average TCO of payroll than in-house processing.

ADP?s BPO model of payroll outsourcing provides the hidden benefit of reducing costs in the related areas of time and attendance and workforce administration.

The longer a client has utilized ADP services, the lower the average TCO.

ADP clients that have made internal changes to optimize the opportunities provided by outsourcing also experience the lowest average costs.

The study concluded that organizations using in-house, premise-based or hosted software solutions spend an average of 51 percent more on administering payroll, workforce administration, time and attendance, and health and welfare benefits than organizations that outsource those services to ADP.

On Saturday, March 24, physicians from Jefferson?s Kimmel Cancer Center hosted a health education session entitled ?The Basics and Beyond: Empowering all Latinas to Fight Breast Cancer? in both English and Spanish, as part of a free Komen Philadelphia event for the Latina community in Philadelphia and surrounding areas.

Edith Mitchell, M.D., FACP, of Jefferson?s Kimmel Cancer Center Multi-Disciplinary Breast Cancer Team, led the health session, and was also awarded the ?Partner in Health Equality? award from the Komen Foundation.?

Philadelphia Councilwoman Maria-Qui?ones S?nchez was among the motivational and educational speakers. The Mistress of Ceremonies was Rev. Bonnie Camarda, Director of Partnerships, Salvation Army

Opportunities at Latinas United for the Cure, held at Philadelphia Marriott Downtown, included breast health education and support through expert panels, survivor testimonials, peer interaction and take-home materials; mammogram signups for eligible women; entertainment; continental breakfast and lunch.

More than 1,000 Latina women celebrated victory over disease with dancing and singing, accompanied by Grupo Fuego.

Defenders of Mandatory Health Insurance Provision Still Arguing ...

Obamacare?s requirement to purchase health insurance?the individual mandate? It doesn?t really compel anyone into commerce. That?s what the government is still claiming in its defense of the mandate, anyway. ?

During Supreme Court arguments this morning, Solicitor General Donald Verrilli resisted the charge that the individual mandate to purchase health insurance was creating commerce?and is not actually a purchase requirement.

Asked by Justice Anthony Kennedy whether it is permissible to ?create commerce in order to regulate it,? Verrilli responded: ?That's not what's going on here, Justice Kennedy, and we are not seeking to defend the law on that basis.? Instead, he argued that ?what is being regulated is the method of financing health?the purchase of health care.? Later he made a similar claim: ?This is not a purchase mandate,? he said. ?This is a law that regulates the method of paying for a service that the class of people to whom it applies are either consuming...or inevitably will consume.?

In defending the mandate, Verrilli is representing the Obama administration?s position that the mandate is constitutional. And he is making an argument similar to arguments made in lower courts. It?s still not very convincing. And it doesn?t match how President Obama talked about the mandate just a few years ago. As I noted yesterday, on the campaign trail in 2008, Obama, who opposed the mandate at the time, explained the mandate differently on several occasions. Obama explained Hillary Clinton?s support of the mandate by saying that ?she believes we have to force people who don?t have health insurance to buy it.? He also stressed the importance of understanding what what a ?mandate? meant for individuals: ?A mandate means that in some fashion everybody will be forced to buy health insurance.? The key phrase here is ?forced to buy,? which makes it sound an awful lot like the purchase mandate that Verrilli claims it is not.?

BALTIMORE (AP) ? After 15 years of wearing a mask and living as a recluse, a 37-year-old Virginia man disfigured in a gun accident got a new face, nose, teeth and jaw in what University of Maryland physicians say is the most extensive face transplant ever performed.

Richard Lee Norris of Hillsville is recovering well after last week's surgery, beginning to feel his face and already brushing his teeth and shaving, University of Maryland Medical Center officials announced Tuesday. He's also regained his sense of smell, which he had lost after the accident.

Norris, who was selected from among five possible candidates for the surgery, has been living as a recluse, doing his shopping at night. It's hoped the transplant will give him his life back, said Dr. Eduardo Rodriguez, the lead surgeon.

"It's a surreal experience to look at him. It's hard not to stare. Before, people used to stare at Richard because he wore a mask and they wanted to see the deformity," Rodriguez said. "Now, they have another reason to stare at him, and it's really amazing."

Rodriguez showed a 1993 prom photo of Norris, "as we all want to be remembered," beside a pre-transplant photo of Norris' shortened face with a sunken mouth and flattened nose. He then revealed a photo of Norris taken on Monday, where his face appears ordinary, other than stiches along his hairline and neck and scarring around his eyelids. Although he now has the donor's face, he doesn't resemble the donor, Rodriguez said.

"It's a combination of two individuals, a true blend," he said.

Norris' vision was largely unaffected by the accident. Because of numerous reconstructive surgeries, his forehead and neck were mostly scar tissue. Norris had no teeth, no nose and only part of his tongue. He was still able to taste but could not smell.

"He could not smell for the past 15 years, and that was the most dramatic thing ? immediately, on day three, he could finally smell," Rodriguez said.

Doctors gave few details about the donor, citing the family's desire for privacy. They said the donor's organs went to several people. But the donor's family was consulted specifically about donating the face, said Charles Alexander, president of the Living Legacy Foundation. He said that consenting to be an organ donor does not automatically extend to face donations.

The 36-hour operation was the most extensive because it included transplantation of the teeth, upper and lower jaw, a portion of the tongue and all facial tissue from the scalp to the base of the neck, Rodriguez said. Because it included so much facial tissue, the incisions are farther back and less visible, he said.

The most dramatic moment came when the team had finished removing all the previous attempts at reconstruction. All Norris had left was a bit of tongue and minimal protection for his eyes. Rodriguez called it the point of no return.

"At that point, we had to be successful," he said. Norris will require minor revisions, but those will be outpatient procedures, he said.

It was the 23rd face transplant since doctors began doing the procedure seven years ago. The first full face transplant was performed in France in 2005 on a woman who was mauled by her dog. The Cleveland Clinic performed the first face transplant in the U.S. in 2008.

The Department of Defense has been funding some face and hand surgeries with the goal of helping wounded soldiers. More than 1,000 troops have lost an arm or leg in Afghanistan or Iraq, and the government estimates that 200 troops might be eligible for face transplants.

The University of Maryland's research on transplants was funded by a grant from the Office of Naval Research, and doctors said they hope to begin operating soon on military patients.

Researchers found that transplants involving large amount of bone marrow with its own blood supply saw fewer or no rejections, transplant surgeon Dr. Rolf Barth said. Norris will have to take immunosuppression drugs for the rest of his life to keep his body from rejecting the donated face, but the jaw transplant could mean he will need less and may be able to go off steroids, he said.

"This was the perfect patient to put into practice what we had discovered in the laboratory," Barth said.

Officials provided little detail on Norris or the circumstances of the accident that took his face. He graduated from high school in his small southwest Virginia hometown in 1993 and was employed at the time of the accident. Since then, he has lived with his parents and has not had a full-time job, Rodriguez said.

"This accidental injury just destroyed everything. The rest of his friends and colleagues went on to start getting married, having children, owning homes," Rodriguez told The Associated Press. "He wants to make up for all of that."

PRACTICING AWARENESS OF MICROAGGRESSIONS

When I read the blog assignment for this week, I decided to observe (basically) the world around me.? This included everyone I came in contact with each day as well as those who communicated electronically with me (email, chat, and instant messages).? What I observed was a mixture of totally blatant comments which I would consider to be inappropriate in many ways as well as those which would be examples of microaggressions.? An example of the blatant comments included one made by a neighbor about individuals who were looking to possibly buy a house for sale in the neighborhood.? The comment was ?Oh no I hope those foreigners don?t buy the house.?? The family which was looking at the home was of mid-eastern descent according to this individual.? Personally, I see no problem with who buys the house.? But I am realizing in more clarity after my observation of this past week that others definitely have their biases and are not afraid to voice them.An example of a microaggression in which I was on the receiving end of this past week was a comment made in general conversation with a friend I had not seen in a very long time.? To set up the scenario once my husband passed away a big majority of our friends and even some of his family members have chosen not come on the property since they state it is too hard for them to deal with.? This one friend had come to talk to my youngest son about something and we got into a conversation where he started asking how things were going etc? I explained things are going well and that I am still working on my second master?s, still running the child care, etc?? The look of surprise and comments made concerning how I was able to accomplish my goals without my husband or being remarried was the microaggression.? I know he did not mean anything by his comments but they still felt like a knife that people still saw me as someone who had lower intelligence and needed to be taken care of by a man because I could not succeed without one.? I suppose I should be used to these types of microaggressions since they are still pretty common even after being a widow for almost nine years, but these comments still hurt in many ways.? I am proud of what I have accomplished but it is tough to deal with those who inadvertently come across as critical of these accomplishments in some way, shape or form.By focusing on being an observer this past week, it gave me the opportunity to really see how many examples of blatant bias and inadvertent microaggressions are actually said in a weekly period of time.? This realization has made me more aware of my own comments and words I choose in communicating when working with a diverse group of individuals.? It also has made me more aware of others around me and their comments.? I will certainly take this opportunity to be more careful in the future with my choice of words (both verbally as well as written).

Miley Cyrus & Liam Hemsworth Engaged?

Are Miley Cyrus and Liam Hemsworth engaged? Some new bling that Cyrus has been sporting recently proves they just might be headed down the aisle. Rumors have been spreading like wildfire across the Internet that Miley and Liam are getting hitched and it all started because of a photo the actress posted on Twitter the other day. On Thursday Cyrus posted a pic of her left hand with a giant sparkler on her ring finger. Now the Tweet itself simply said “I am soooo obsessed with @jennahipp nail foundations! 4G LTE iPhone 5 Strings Show Up in iOS 5.1 | Le Tour English

Krishna Sagar talking to the people at iDownload Blog is offering an interesting look at some code inside iOS 5.1, indicating that Apple?s next iPhone should be LTE capable.

Using a jailbroken iPhone, the latest iOS 5.1 build, and a file exploring app (iFile), Krishna was able to find code strings indicating 4G connectivity activity during phone-exclusive stuff like calls, including some FaceTime actions as well.

Krishna is a hacker from India. He has developed several Cydia tweaks like Jailbreak FAQ for Siri, Awesome Facts for Siri, IP Tracker, and others.

The folks at iDownload Blog transcribed several of his screenshots from iOS 5.1. One of them is most indicative of several 4G actions:

?4G_ON_CALL_CANCEL? = ?Cancel?;
??4G_ON_CALL_OK_DISABLE? = ?Disable?;
??4G_ON_CALL_OK_ENABLE? = ?Enable?;

Krishna says that amateurs will be able to spot this code themselves in a special file located at this address: var/stash/Applications/Preferences.app/English.lproj/Network.strings.

According to the report, ?These strings are definitely indicative of 4G presence on a phone device.? The author points out to ?4G_ON_CALL_OK_ENABLE, 4G_ON_FACETIME_4G_WARNING_DISABLE,? and ?Disabling 4G will end your phone call. Are you sure you want to disable 4G?? as solid evidence that 4G is headed to the next Apple handset.

Indeed, this does indicate Apple is at least testing ways to implement 4G into its next iPhone. That doesn?t mean it?ll happen, but common sense tells us that if the iPad 3 has LTE, the next iPhone would seem crippled without it.

Apple is widely expected to hold a special event this fall to launch its next generation of smartphones. WWDC 2012, scheduled for this summer, will most likely focus on OS X Mountain Lion and a sneak peek at iOS 6.

Drug-resistant TB blamed on Indian treatment flaws

NEW DELHI (AP) ? India's inadequate government-run tuberculosis treatment programs and a lack of regulation of the sale of drugs that fight the disease are responsible for the spiraling number of drug-resistant cases that are difficult to treat, health activists said Friday.

India adds an estimated 99,000 cases of drug-resistant TB every year, but only a tiny fraction of those infected receive the proper drugs to treat the stubborn disease through the government-funded program. Saturday marks World Tuberculosis Day.

The original form of the disease can be easily cured by taking antibiotics for six to nine months. But if that treatment is interrupted or the dose is cut, the bacteria battle back by mutating into a tougher strain that can no longer be killed by standard drugs, making it harder and more expensive to treat.

The easy availability of TB drugs in the private market and the casual over-the-counter sale of antibiotics is fueling the development of drug resistance, Piero Gandini, head of Doctors Without Borders in India, said in a statement.

"There is an urgent need for regulatory control of sale and administration of TB drugs in the private sector," he said.

The organization and other health groups also said India's TB control program provides treatment to patients only on alternate days. They argue it increases the risk that patients, most of whom are poor daily wage laborers, will miss doses, another factor responsible for drug-resistant strains of TB.

Patients also increasingly turn to private doctors who often do not understand how to properly treat TB or the risks of increasing drug resistance by prescribing the wrong drugs.

The Indian government had no response Friday to requests for comment on the activists' allegations.

In January, Indian doctors reported the country's first cases that appeared to be "totally drug resistant," a long-feared and virtually untreatable form of the killer lung disease.

The Indian hospital that saw the initial cases tested a dozen medicines and none of them worked. However, the Indian government later questioned the findings, saying the World Health Organization has not defined the term "totally drug-resistant" tuberculosis.

If a tuberculosis case is found to be resistant to the two most powerful drugs, the patient is classified as having multi-drug-resistant TB. An even worse classification of TB ? one the WHO accepts ? is extensively drug-resistant TB, a form of the disease that was first reported in 2006 and is virtually resistant to all drugs.

An estimated 20 percent of the world's multi-drug-resistant cases are found in India, which is home to a quarter of all types of tuberculosis cases worldwide.

Romney to look for laughs, and votes, on Leno show

LOS ANGELES (AP) ? Mitt Romney has been a target of Jay Leno jokes, and now he'll get the chance to give the late-night comedian a few jabs in return.

NBC announced Thursday that the Republican presidential candidate will be the lead guest on the "Tonight Show" on Tuesday. It's the former Massachusetts governor's first visit to Leno's stage during the 2012 presidential season.

Over the years, Leno has riffed about the candidate's wealth ? Romney is a multimillionaire ? and poked him on his restrained ? some say stiff ? demeanor.

Romney has been a Leno guest three times in the past, but this will be his first appearance since 2010.
