Org. Setting and Reporting

This position is located in the Debt Management and Financial Analysis System (DMFAS) Programme of the Debt and Development Finance Branch of UNCTAD's Division on Globalization and Development Strategies. The DMFAS Programme is a technical cooperation programme that provides technical assistance to developing countries to assist them in strengthening their capacity to manage public debt. The Programme provides debt management software (the DMFAS system) and training and advice in debt management through technical assistance projects. The post holder works under the direction of the programme Chief and the supervision of the Coordinator of the Project Management Unit.

Responsibilities

In support of the more than 50 developing countries assisted by the DMFAS Programme, the incumbent works in two distinct and interrelated areas: communications and project management.

1) Provides communications support:

? Prepares drafts for the documents in the Programme's communications plan, in particular the Annual Report.
? Drafts programme contributions to various UNCTAD reports, including UNCTAD's Annual Report and reports of the Secretariat on technical cooperation activities.
? Responds to ad hoc briefing requests by the Branch, Division or the office of the UNCTAD Secretary-General for information about UNCTAD's work in debt management.
? Acts as Editor for the DMFAS Programme's Newsletter.
? Facilitates maintenance of the DMFAS website, ensuring that documents and information are up-to-date and posted in a timely manner.
? Prepares draft speeches and presentations related to the work of the DMFAS Programme.
? Drafts the minutes of meetings with stakeholders.?????:

2) Manages a portfolio of technical assistance projects:

? Elaborates technical assistance project documents or other types of contractual arrangements after assessing the needs of client-institutions, assisting in seeking donor funding as required, and successfully negotiating with and securing final approval of contractual document from all project stakeholders.
? Plans, organises and implements project activities in an efficient, cost effective and timely fashion in accordance with the agreed contractual agreements, indicators and targets, and in accordance with the relevant UNCTAD, donor and government procedures. Coordinates project resources. In particular, initiates the selection and supervise the recruitment of consultants, develops their terms of reference and work plan, monitors their work in the field and review and approve their mission reports. As required, mobilises other project inputs, supervises project purchases in accordance with agreed procurement procedures and organises the relevant national or regional training events.

Manages project budgets, including initiating the necessary budget revisions, and ensure timely financial reporting to the project stakeholders, in close coordination and in accordance with the governing financial regulations of UNCTAD's Budget Planning and Finance Section. Facilitates user-institutions' participation in the Programme's cost-sharing mechanism.

- Proficiency in standard office and project management software.

Education
Advanced university degree (Master's degree or equivalent) in finance, economics, business administration, international relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of 5 years progressively responsible experience in project or programme management, and project administration. Practical and/or field experience in the area of public debt management and technical assistance projects would be an advantage. Experience in public relations and communications would also be advantageous.

Languages
Fluency in English (both oral and written) is required. A good working knowledge of French or Spanish or Arabic is also required (as the Programme manages projects with over 50 countries with a small no. of project staff, the incumbent must be capable of effectivelymanaging projects in at least one of the main languages other than English).
